Version 1.0 – July 2025
Prepared by Minnovation Technologies
1. Introduction
This Privacy Impact Assessment (PIA) evaluates the collection, processing, and protection of personal information by XVision AI Pro, an edge-based video analytics solution developed by Minnovation Technologies. The goal is to identify potential privacy risks, demonstrate how they are mitigated by design, and ensure ongoing compliance with applicable privacy legislation and best practices.
2. Project Overview
XVision AI Pro is a real-time AI video analytics platform deployed on-site at the edge. It performs local analysis of live video streams to detect and track vehicles, pedestrians, cyclists, and other road users. It is typically used in smart city, traffic safety, and public infrastructure projects where live situational awareness and automation are required.
Key features include:
- Object detection and classification
- License plate recognition (LPR)
- Direction and movement tracking
- Triggering digital signage and signal control
All video processing occurs locally on the XVision edge device. Only anonymized metadata is transmitted to the central AlphaX Cloud platform for dashboard display and reporting.
3. Personal Information Involved
During operation, XVision AI Pro may capture the following types of personal information incidentally:
- Vehicle license plate numbers
- Visual imagery of people (e.g., facial features)
- Location and movement data linked to vehicles or individuals
4. Legal and Regulatory Framework
Minnovation ensures that XVision AI Pro complies with:
- Privacy Act 1988 (Cth) and the Australian Privacy Principles (APPs)
- Privacy and Data Protection Act 2014 (Vic) and the Information Privacy Principles (IPPs)
- Notifiable Data Breaches (NDB) scheme, if applicable
Client contracts also enforce alignment with any relevant state and local government privacy obligations
5. Data Flow and Architecture
Stage | Data Activity |
---|---|
Capture | Video feed captured by on-site edge device |
Processing | AI analysis is performed locally on the device |
PII Protection | Privacy masking (e.g., blurring faces and plates) is applied during analysis |
Transmission | Only metadata (e.g., counts, detection types, anonymized event IDs) is sent to cloud |
Storage | Metadata stored in AlphaX Cloud platform |
Display | Dashboard shows aggregate data and blurred snapshots only when permitted |
6. Privacy Measures and Safeguards
XVision AI Pro is designed with privacy in mind:
- Edge-Only Processing: No video is sent to the cloud; all analysis happens locally.
- Real-Time Privacy Masking: License plates and faces are blurred or downsampled on the device.
- No Raw Video Retention: Video footage is not stored unless explicitly configured for short-term diagnostic use.
- Encryption: TLS for data in transit; AES-256 encryption for stored metadata.
- Minimal Data Transfer: Only necessary metadata is transmitted to AlphaX Cloud.
7. Privacy Risk Assessment and Mitigation
Risk | Likelihood | Impact | Mitigation |
Capturing identifiable imagery | Medium | Medium | On-device blurring, no cloud transmission of video |
Unauthorized access | Low | High | MFA, role-based access, audit logs |
Excessive data collection | Low | Medium | Edge filtering and anonymization policies |
Lack of public awareness | Medium | Medium | Recommend deployment of signage and public notice |
8. Roles and Responsibilities
- Customer (e.g., council or road authority): Acts as data controller – defines purpose and oversight.
- Minnovation: Acts as data processor – ensures privacy-by-design, technical security, and contract compliance.
- Designated Privacy Officer: Maintains policies and oversees implementation of data handling protocols.
9. Transparency and Public Communication
Minnovation recommends that all public deployments of XVision AI Pro include:
- Signage informing the public about video analytics use
- Online privacy summaries made available by the client
- Clear channels for privacy inquiries or concerns
10. Data Retention and Deletion
- No persistent video is stored by default
- Metadata retention periods are configurable per project or client policy
- Automated deletion tools are included in AlphaX Cloud for customer control
11. Review and Audit
This PIA will be reviewed:
- Annually
- Whenever material changes are made to the system
- In response to client request or legislative changes
